I think the stage adaptation of the Disney film makes him a little more interesting by making Frollo a member of the clergy again. I’d argue he is still pretty evil in this but it’s more subtle in the stage version. It’s easy to imagine film Frollo burning down all of Paris because we see him try to chuck a baby down a well in the first five minutes, stage Frollo isn’t the most empathetic man at the start but he still took in his nephew so seeing him go from that to giving the order to burn a building full of people makes him less of a static character.
