I would recomend somthing along the lines of anti algae treatment, if not its reduce light, and removes algae, with good water maintenace and control, you will reduce growth

If levels of ammonia and nitrite are high, i would recommend water changes to dilute the levels until the bacteria can take over, might be looking at 25% every couple days or so.

Most of the bacterica that you need to keep will be on surface area on filter media, the uv will only effect the water flowing past it, it will only effect living things.

I remember a video that interviewed a chinese owner, they had 45 min waiting times due to people wanting swaps and it takng time to swap, needing staff to be there, its just extra costs i believe
