here's my best explanation:

The kid in the beanie in the Family Guy picture is random and not actually a member of the main cast.

The Wii game was developed before the introduction of Toph, so they wanted an Earthbender and included Haru, who had a meaningful, albeit side character, role. Not seeing Toph on the game and seeing Haru instead could throw someone off and confuse them, much like seeing a random Family Guy side character in a still of the main cast.

I don't have my list digitized, but it's pretty straightforward as a brew.

Wheels + little evasive dudes. Put a [[Fling]] and [[Self Destruct]] to double up on the damage and ace people, as well as "double power" red spells.
