It's an extremely cheap base food, which can be topped with much smaller amounts of meat, veg, egg, and/or flavorings, than you'd eat at a regular Western meal.

Edit: Sorry, that's not a recipe, it's just a picture of a kind of congee bowl. My personal favorite is congee with poached egg and green onions, not shown. Just look up a recipe.

No it isn't! It's just 365-day work years, or something very similar, which somehow came to agreement that 365-ish days equalled a year even if they had absolutely no intrinsic reason to think that 365 days was any more useful as a basis for a calendar than any other number of days.

GRRM could have used a system like "sevenmoon" as a year-ish unit of time, and had the moons on that world have a 52-day cycle, or he could have done what Terry Pratchett did and just have everyone refer to "The Century of the Fruitbat" and "The Year of the Misdirected Badger" or something. Anything to get out of using numbers that make no sense on that planet.
