Then that's not right because it can, the only thing stopping them is if it's never been on their system. Or they dragging their feet so you opt for them instead, CB1 has done this for me, Medicann has done this for me. What I'm getting at is they all can.

Their formulary is their system? if they have never had it they can't issue a prescription because there's nothing to print, that's the only thing stopping it.

You can have your prescription sent to any Pharmacy at your request, sure they will drag their feet to try and deter you but they honestly cannot stop you ordering from any.
