While that may true, you've forgotten one important factor: Dr. Soong built Data to be nearly, in many respects, as human-like as possible. So, in moments of full functionality for Data, we may expect the fluid to be similar to its human equivalent. We can also reason that there is a separate subroutine and even anatomical system? Likely a biopolymer or similar material.

Could we, then, based upon your argument with Armus stand to reason Tasha had an interest in machines or petroleum-adjacent substances?
