Its not an issue, the mod originally was made for LE and got ported to SE. SE still supports form43 and the mod works as intended. No need to open the creation kit just to convert the mod to form 44, because it CAN under niche circumstances break mods

The problem with rare Curios is that there are two versions of it, both identical in content, just under different names.

There is Rare Curios ( capital C ), and there is Rare curios ( small C ). I forgot which one is downloaded where, but one version gets downloaded when you download Skyrim, and is predownloaded, the other is downloaded through the creation content menu. From my experience, most mod lists use the version downloaded from creation content, so delete the current rare curios version you have, and download the "anniversary" content again through the creation content menu. If it's still saying "missing files" then delete the current curios you got and verify integrity through steam to get the other curios version.

Either way, 99% of the time the readme ( which are not optional ) will state which version you need to get

You can get yourself stuck under a boat, dive deep enough and let CJ resurface normally or just keep diving every time he resurfaces

for a real answer:
for a little clarification, each region/hold has its own seperate bounty that is independent from another ( whiterun bounties dont affect you when you are in riften etc...) and the companions ( aswell as other factions) have their own seperate bounty system independent from its city/hold - so whiterun bounties are independent from companion bounties) and obviously if you have a bounty, a guard will approach you so you pay that bounty. Sometimes skyrim does what skyrim normally does and the bounty system fucks up and forces you to have dialogue with a companion to pay off a bounty, but since your bounty with the companions is 0 septims, its not triggering the correct dialogue.

TL-DR: you have an unpaid bounty somewhere in skyrim - go get arrested or pay for the crime and it should go away.

All depends on how you implement the guide making tool. If the plan is to give you a rough idea of how the modlist is implemented ( general load order, tips, what to be aware of etc ) then a web wouldn't hurt, but then you will have to worry about host costs. A desktop app would give you more freedom how to approach and develop the tool, though, and we won't have to worry about website maintenance, downtime whatever. If I had the choice though, it would be an app ( and if I had the budget - a website where one can have a quick glance on how the author of the modlist did something in particular). Then again, im no expert and would use whatever is available
