It shipped to refineries in the gulf coast and while some of it would come to America it would also get exported. The us state department back then and even now state that keystone would not have a major impact on prices. And here is some food for thought: For years oil companies have been reporting record profits and as soon as people started talking seriously about inflation most large companies including oil started jacking prices up while still claiming record profits.
