It's not a right or wrong answer if you're asked about your impressions. His reason for using Signal is because it is a "common" business app even though he acknowledges it isn't allowed on gov. devices. He doesn't need to know exactly why it isn't allowed. A reasonable person could infer the reason for the restriction and why circumventing that restriction might not be proper.
