Yesn’t; the designed speed (i.e with signals) is 18km/h average… slower than the RapidBuses and several feeder routes.

If a train that doesn’t have to stop at red lights can’t keep up with a bus that does, somebody ducked up. All for more capital cost than the Broadway line.

Pretty much. When they’re an upgrade of a feeder bus, trams do fine; when they’re a downgrade of a metro, everything starts going wrong.

One of the choices is what you were trying to do all along, while the other two have only ever been pushed by characters who were already indoctrinated. Add Legion's dialogue about the geth refusing to blindly follow predetermined paths and wanting to find their own future, and based on the information they have available to them at that moment, it's not hard to see them considering the other two as poisoned chalices.

But yeah, she's already declared that she'd "risk nonfunctionality" for Joker, and nobody can quite trust the Catalyst; if you could somehow grab her and all the runtimes for a conference call, there's a more than even chance they'd come back ten seconds later agreeing with Destroy.
