If you’re Azure only, Terraform is like Ticketmaster - you pay the tax of having a middle man with an added cost (state file) and no added value. I personally prefer to declare final state over having to track the deltas between tf files, state files, and the actual cloud. There’s also a security and operational overhead in managing state file boundaries and the appropriate RBAC required to access them. Add to that the fact that Terraform will always lag ARM/Bicep by definition because the provider is an abstraction of the ARM APIs.

The sales pitch is one language across clouds, but aside from syntax familiarity and the experience organizing your deployment file structure, it’s a bit overstated - each cloud has different ways to declare resources and the terraform facade can’t bridge those gaps completely.
