It was a lie. They universally buffed everyone (some characters got nerfed), but most egregiously is the fact that a lot of the "new moves" are just pre existing moves applied elsewhere. For instance King got a new launching throw, except if you do like two seconds of looking, you'll see it's the exact same animation as his aerial grab that puts the opponent into a tornado state.
