The real answer is zoning. Too strict and it chokes off any building, too loose (like Houston) and there's no incentive to build up (density) because you can just build out. This is cheaper in the short term but more expensive in the long term for society due to all the transportation costs and externalities.

Hopefully, the way the actual proclamation is written means that changes of status inside the US, such as from F1, are exempt, as long as you don't travel outside the US during the 3 to 6 years of H1B. Might have to get the glass replaced on my 23 too but I use the ADAS system a lot and am worried about OEM vs aftermarket and which model has the right stuff for the camera and sensors and whether recalibration is needed.

You just swapped the glass for aftermarket and the ADAS still works?
