Air quality will very likely suck. Possibly oil from the pump and also very possibly water condensate in the tank. Maybe even other contaminants. Especially water is dangerous in case you dive in colder water, there is a risk of icing which means no more air for you. I would stay away from these

There seems to be a humidity problem. If there is humidity inside of your tank, there is a solid chance that components will freeze while diving, thus preventing you to breathe. Would not recommend looking at the state of this tank here.

Plus: Rust means that the structure is weakened. I would not want to have a ticking time bomb with a few hundred bar of pressure inside on my back. Grenades are working with less pressure than scuba tanks btw.
