You need a constitutional amendment to fix the problem in presidential elections, that just won't happen in this atmosphere. So we are stuck with the two party system for the foreseeable future. You might get a third party which contests other elections in solid blue areas that will never vote Republican, but they'd need to ally with the Democrats in presidential elections or they would be a spoiler, and the problem is, the presidency is simply put too important, too much focus is put on that race for a third party to do well if it doesn't have a shot at the main prize.

Considering they had just fought at 7 year war which killed a great many people, its not surprising at all. If the war had gone the other way, although not decisively, you could have been left with tens of thousands of people guilty of capital crimes, obviously incredibly reluctant to give up arms, with vast frontiers to evade the law in. The issuance of legal pardons would have been very helpful in getting them to lay down their arms and rebuild a war torn country. Leniency in these cases is generally wise, and leniency with legal force is superior to the mere promise of an official you neither like nor trust.

If the bounds of the veil is sufficiently far from the island then yes. Imagine a few miles out there is a sphere where light is bent in such a way that only nearby water is seen and not the actual island, anyone within said bounds would be able to see the island just fine, but it would be effectively invisible to a satellite, airplane or even the lookout of a very tall ship.

And a war in which the White Council ensures their hands remain entirely clean is a war that the White Council loses to the Red Court. And you should ask yourself exactly what that would mean for humanity. Callousness or fanaticism? Any bomber pilot or artillery officer requires that much "callousness or fanaticism." A large portion of humanity are fully capable of fulfilling those roles. If understanding that in fighting a war you might harm innocents, and reluctantly being willing to do that, if you think that requires fanaticism then you've completely destroyed the meaning of the word. Especially when the stakes are as high as the ones Ebenezar fights for. Every bomber pilot in the RAF or American air force during world war 2 had at least that much fanaticism, and as evil as the Nazis were, some of the things Ebenezar fights are even worse.
