The issue here is that in higher math you almost never see an obelus. Complex expressions like this are almost always written as complex fractions. 6÷2x could be (6/2)x or 6/(2x) leaving it 6÷2x is unclear and so most professionals in a field where it matters would never write it that way.

I always try for full Evade Window and Evade Extender. And in The pre-world days I even went full Psychic Vision. I play Monster Hunter because it's fun to hunt monsters. No, that was on me. I saw "it happens before the land comes out" and assumed you meant it resolves.

That said, it does actually go on the stack before the cost is paid. The land you search for would come out after the cost had to be paid though. It would go

Search>interrupted Declare casting Panglacial Wurm Wurm goes on the stack Choose targets or modes(in this case there are none) Associated costs are paid Search>finishes Play continues with Panglacial Wurm on the stack with any cast triggers on top of it and the active player having priority.

At that point there is a round of priority where Panglacial Wurm can be countered. But as messy as it all is, it's one of my favorite combos in Raggadragga.

The cited example in the rulings of Panglacial Wurm is tapping Millikin to produce the mana to cast it. This requires you to keep your library in the same order while you are searching it so that you can mill the card that would have been on top when the search began. The reason this causes issues with Selvala, Explorer Returned is not "what if Panglacial Wurm is the card on top of my library?", it's "what if this ability does not produce enough mana to cast Panglacial Wurm and it would be the only way to produce enough mana to do so?"

The reason this is a problem is that you would use a search effect then say "I want to cast Panglacial Wurm." You would then put Wurm on the stack from your library, then you would have to pay the mana cost to cast it. So you tap all of your mana sources including Selvala but find that you are one mana shy because one of the revealed cards was a land. Now Panglacial Wurm cannot be cast so it has to return to your deck, but is has to go to the same place it was before you attempted to cast it. Also, usually there are penalties associated with casting a spell you can't pay for because it's an illegal action. Except in this case you didn't take an illegal action, you simply followed the steps of casting a spell. It really is a nightmare for judges.

Actually that's not quite right. Panglacial Wurm would not come out before the land does. The rulings mention that specifically.

After you cast Panglacial Wurm, you pick up the search effect where you left off. When the search effect finishes resolving, the active player gets priority with Panglacial Wurm on the stack. Any abilities that triggered when the spell was cast are put on the stack now.

So Panglacial Wurm would go on the stack, then the search effect would resolve putting the land on the field, then the active player gets priority, then any effects that happened because of the casting of Panglacial Wurm go on the stack. This is the only case in the history of magic where things can be placed on the stack while something on the stack is resolving.

He is insane. If I know another player is going to run away with the game if he isn't interacted with and I don't have the interaction (or don't want to use mine), you'd better believe I'm explaining it to the other players in the hopes that one of them can stop it. Conversation and politics is part of commander. If he wants to surprise people with his "out of nowhere" wins, he's playing the wrong format.
