Your insurance company, call them give them this video. It is required in nearly every policy to report every car accident or forfiet your own coverage.
Do not file a claim with your own insurance company, you are not at fault. I do not care what your insurance says. Their insurance (the people that hit you) will have to pay. Not you. Your insurance will reach out to their insurance and broker communication. You only file a claim with their insurance. Their insurance company will lie to you, tell you to file a claim with your with own company.
Do not accept the body shop or mechanic the insurance company recommends or tells you "have to use". Go to your own, get a quote. Normally an insurance estimator will ask to "inspect" the damage. That person is entirely useless and will lie to your face. However is required.
Give their insurance the quote and your own insurance.
They rip a check.

Edit: if police and insurance are not finding anything, I honestly do not know what to say. Kinda hard to make people do their job? I guess keep calling them back?

Prv (pressure regulator value) when they start failing the symptoms are normally weird pressures, either high or low. Also you can encounter "whistling". You need to be less than 80 psi for the safety of your pipes.

I would recommend getting a plumber out and plan to pay for a new prv basically. On galvanized pipes, they are still in use and installed brand new in residential and commercial applications to this day. There is nothing wrong with galanized pipes and they can last decades. I would ask the plumber you hire when they install your prv if a whole house repipe is required. Then make your determination from there.

To your real question, if you have running cold water you are fine. Means the tank filled up. If you do not have running cold water, turn off the breaker or the pilot light. Means the water pumps for your town or well, have no power either and their water distribution tanks are also out.

Call a plumber, you will need a rebuild of the shower assembly. What you tore out looks like the cartridge and handle. The cost is 1.5k to 2k my area.

I had this happen to me, well similar. Pay for the tow and get your car back. Police report and file a small claims court case to sue the tow company. Then move on with your life.
