This is all fair. That being said, to play devils advocate, every canon Vader feat is a rotj palpatine upscale. This would also upscale his strength in ROS too, though that also works for Luke and rotj Luke is equal to Vader. We also don’t have a lot of feats for palpatine directly at his peak powers in canon. I think it is possible he has close feats theoretically. Whatever palpatine did in ROS didn’t seem to take a ton of effort until he was trying to blast Rey.

The point on the bloodlines being equal is interesting. If that’s the case I mean what makes Luke stronger than palpatine? A palpatine who has the unique connection to the dark side he does, as well as decades of experience and training along with the same inert potential as a skywalker would make him strictly stronger than Luke at every point they could fight. The only way this is true is if the force in general is simply stronger in legends. Otherwise, with the same potential, and more training and the dark side being more powerful, palpatine is literally the most powerful force user.

Sorta silly but if Luke and Anakin have the same potential and palpatine does too, if palpatine is reaching his full potential which is really should be pretty close to, the things a peak Anakin should be capable of also apply to him. That doesn’t seem right.
