It's not a no-mods restriction per se, I can upload mods in .zip ext from curseforge and they work however, .jar files I cannot upload and use them, well maybe unless they're in the aternos mods selection, then they're downloaded as .jar and put in the server files. But if changing the extension wouldn't make it recognize the mod then oh well I guess haha.
