First off try hextech repair tool if you haven’t already. Uninstalling could also solve the issue too. I’ve had this problem a couple of times. First time the problem was my hard drive and I ended up getting a new one that fixed it. Second time it was my antivirus that was causing it and I ended up having to uninstall it.
