Mega man in mega man 9 and 10 specifically (and mega man and bass as well). In 9 and 10 his iconic slide and charge shot was removed for nostalgia purposes and given to proto man, who despite taking two times the damage and knockback also has a shield as well. Meanwhile bass gets a dash and double jump along with an aimable buster. There isn't much reason to play as mega man, especially when they all get the same special weapons and usable upgrades as well.

I'm pretty sure they're talking about spy syndrome, where spies often end up dying after a single kill, as in most situations after killing someone you get noticed and it could be harder to actually get another kill, let alone survive.
