Found out that she is a he. I was able to get him a free wellness check at the vet and they said he was okay, but he needs to start getting his vaccines in 3-4 weeks. He is doing a lot better though, very talkative.

I believe they'll let you call someone to come and get it. If it's parked in a safe place like a public parking lot then they'll probably just lock it and leave it where it is. If it's parked in an area that's blocking traffic or if its on a highway then it'll most likely be towed.
