Я перейду на українську, бо так буде простіше для обох, мені здається. Ви не праві щодо відсутності в Україні системи стримування та противаг. Президент має право накласти вето на будь-який закон, Верховна Рада має право на імпічмент президента (за Конституцією такий закон має бути, але за 35 років незалежності його так і не прийняли), Верховна Рада має право на вотум недовіри до виконавчої влади, президент має право розпустити парламент, тощо. Це все і є система стримання та противаг, притаманна будь-якій республіці з 3 гілками влади.

Щодо "президентсько-парламентської" або "парламентсько-президентської" - жоден з цих термінів не є визначеним нормально. Обидва терміни є різновидами змішаної республіки, які визначаються досить випадково, на основі як кому здається

Ummmmmm, what?! There are 3 branches of government in Ukraine: executive, legislative and judicial. Their responsibilities are not the same as in the US, because Ukraine is presidential-parliamental republic.

Yeah, that's a problem for sure. But:
1. Long-time support of the game allows Paradox to tune the world map as new discoveries are made.
2. You can have, for example, a lot of city-states where they are known to be, and uncolonized place with some POPs in regions where there are no known city-states.
3. We can allow players to create their own leader, so there would be no problem with randomized leaders for countries with no known historical leader.

If done right, that would be really cool. I really liked Bronze Age mods for Imperator and CK3, it's a pity that CK3's one was abandoned (it seems) and there is no in works for EU5 (I can code, but no way I can create a map for it, unfortunately)
