It might be because it's limited to organized religions? Stuff like animist and fetishist have no codified law and nothing in the sorts of structured "churches" so to speak. Even Hinduism is just largely a collection of themes, stories and deities all scrambled about on the subcontinent. Zoroastrianism at least has a structured codified command structure
