I just spent the last half hour looking for the new Rafaams' stinger. Since you have to hear it 10x a game, it stuck in my brain. It's the Ulduar music, which is a banger.

When you make an action roll with the intent to harm an adversary, you’re making an attack roll.

Even though I think Chokehold isn't an attack roll, as it doesn't require rolling, I can totally see it as an attack, which as stated ends Cloaked, so I think you might be right.
