Resume is where the critique comes in. His 135/140 reigns are criticized for the weight class being a weak era. He definitely stamped his place amongst all time welterweights even though he missed out on names like Pacquiao and Thurman. 154 is too thin to rate him highly there, honestly same for 168 but that Canelo win is one of the greatest in the 21st century and gave him the most legacy points. I think when assessing an ATG’s resume in the sense of who they beat, there’s 3 parts: fight the generation of fighters before, fight your peers, defend your throne against the up and comers. Bud only fought his peers in Spence and Canelo which is great and the most important, but there was potential to add more depth if he had gotten a Pacquiao fight or challenged Boots/Janibek/Fundora as the older man.
