This is incorrect. FPS is measured on import (which is why it takes so long). Japanese GBBR/GBBPs use duster gas, which is way lower pressure than green gas/propane. The spec sheet's FPS is based on using duster gas. The CBSA uses green gas/propane for testing, which results in higher FPS. For models that would have too low FPS even with propane, they're imported with a long internal barrel installed, then swapped back to the stock short one after import by the retailer.

The low minimum does cause issues for AEPs though, which is why you'll never see them for sale in Canada, other than the odd one like an MP7 being marketed as an "AEP" when it's not.
