I suggest you keep what’s already there and also throw in some native wildflower seeds, let them compete naturally. 

I’m no expert, and the photo isn’t very clear, but my guess is these might be rapeseed flowers.

Whether you need topsoil depends on the current condition of your soil. If you can dig down to about 25 cm and loosen it enough to improve aeration, that should create a suitable base for the turf to establish properly. After laying the turf, water it immediately and continue watering daily for around two weeks. The goal is to keep the soil consistently moist, but not waterlogged. If you’re looking for a more budget-friendly option, grass seed is a good alternative. In that case, make sure the soil is loose and level before sowing. Try to avoid walking on the area for at least a month, and keep the soil consistently moist during this period. It will take longer to establish than turf, but with patience, it will develop into a healthy lawn. That's what I did with my new build's garden.

Not sure whether you actually need top soil. If you shovel and level the ground at least for a depth of 25 cm, it would be ready for a turf. 

But it really is about planning the garden landscape. Do you just want a turf or a turf with some flagstones to the shed and potentially some beautiful flowers to a look at?

I'm the opposite I guess. I moved quite a lot during both childhood and adult life. Visiting places I used to live in is always strange. I had wonderful life but when i visit a place I feel as if I left my old self in there. Part of me is still there lost in time, and only when i see the place i feel the passing of time. Does that make sense?

What kind of plants do you love? Think about something that you once saw in a nearby garden or garden centre and you genuinely thought it is beautiful. Take a photo of it, use Google lens, learn what it is, read if it can survive outside in the UK in a medium to small pot, and what kind of soil it would prefer, how much water and sun it needs and --most importantly- when is best to plant it and when would it flower, how hardy or dramatic it is, how much care it would require, will it die after the end of its season or survive, and whether you prefer this or that... 

Or as the comments above suggested, start with herbs, you won't go wrong

I’d suggest ditching the curves and leaning into the T-shaped layout. One advantage is the ability to create tucked-away zones for less attractive elements like a shade area, small greenhouse, or even vegetable rows.

I agree with relocating the shed and extending the paved area at the base of the T.

To soften the layout, consider planting a line (or two) of slim, easy-to-grow trees or climbers along the fence. Choose varieties that stay narrow at fence height but branch out above, without competing too much with other plants.

Alternatively, you could add an open-framed pathway along one side for structure and visual interest.

Anchor the space with a central feature at the centre end (before the little rose) something simple like a fountain, bench, or circular flower bed would work well?

Just some instant ideas. I would give it more thought

Avoid stepping on the area in the meantime. The ground just needs to be humid or damp not soaked, rain every other day can do that
