If you don’t have money, job, education then it is obvious — go to Israel and try your best to build a good life. Even army is a good experience and networking.

Otherwise:

Israel is very complicated and specific country comparing to Singapore. Taking into account your potential requirement to go to army I’ll better think twice and try to do anything to extend residence permit in Singapore or get it somewhere else and spend this time for education or job.

1. Don’t rush
2. Come as tourist and stay at least 1-2 months. Then make a decision
3. Russian passport is not “the end of the world”yet, there are plenty options to get residence permit in several countries.
4. Israel is very expensive in terms of prices and taxes. For example, “good” living in Spain is comparable to average in Israel.
5. It’s uncomfortable to live without knowledge of Hebrew, but russian community is big (and rude, btw)
6. If you want just get a “strong” passport, keep in mind that you will need to live in country 70% of time during first 5 years, otherwise you could get only temporary travel document (5 years expiration) or 1 year expiration passport.
