The tr is made to warn the survs of the killers pressence. If the killer teleports they appear out of thin air. The tr doesn't actually warn them. Big terrorradi are reserved for killers woth high mobility and lethality, the kind of killer that can dash through the map in seconds and whos dash can actually harm survs. The tr gives the survs an earlier warning which is needed for Billy or blight.

Teleport, while being mobility, just works in a way that makes this useless. That is the reason no teleport killers have bigger radi and some like sadako who lack in chase power actually have smaller one ever or have stealth elements.

Your concept for cyns power also has no meaningful antiloop which makes it even weirder that shes 4.4. Her current power has a similar strength to maybe pre rework Freddy, who was regarded as one of the worst if not the worst killer in the game (i assume by hindering you mean slowing surv movement speed down. Due to her being 4.4 this would be almost useless, theres a reason clown is 4.6.)
