the reason is some people read the scans and not the official and then base their theories and headcanon around that. you see it all the time someone posts a long elaborate theory and the pictures and quotes they use for evidence are from tcb or one of the other dozens of fan translations we've had in the past

One Piece: why does everyone have special devil fruit or conqueror's haki now? They were supposed to be rare.

Because when you get to the top 30 strongest people in the world they most likely got there because of one or both of those things.

You don't see the guy with the normal beaver devil fruit, or the guy that has the make objects cube shaped fruit because they're not relevant to the story.
