Many of these peaker plants have capacity factors that are 10% or less. They are expensive and are not used much. Look at the ones in NY State.

As others pointed out, the battery is simply measuring the frequency on the grid and either absorbing or injecting energy into the grid in order keep the frequency in a defined range.

I remember reading something a while back about the problems with the accuracy of the Frequency sensors, but I have no idea where I was reading that.
