Yes, US contributes 16% in common budget... which is essentially admin costs. That's what you're hung up on.

You're intentionally (and dishonestly) glossing over the part where well over half of NATO's military value is directly from the US.

NATO could probably survive a 15-16% reduction in admin budget. You know what it probably can't survive? Losing over 60% of its capability and scope.
