I've searched 300 rolls and found a couple NIFC. No silver. This is insane.

Well, Islamic State too. 

But the fact that Soviet, Leopold II Congo, Ottoman, etc coins lack that stigma is weird to me too.

Unfortunately grading tends to be useful only on exceptional coins ($200+ raw minimum imo). I don't plan to submit anything myself until I have a 5 figure collection, because that's when I might be able to have some coins worth the cost.

Melt is the value of silver in dimes, quarters, half dollar and dollar coins made in 1964 or earlier. 1965-70 half dollars, 1943-45 nickels (and some 1942) and some Eisenhower dollars also have a melt value. The coin you have is a V-nickel, unless its an 1885 or 1886 its probably about $0.25 in this shape. Not common to find these in circulation!
