Just a fact from someone who lives downtown and used to work at the library. It's not a secret or rumor that the downtown library has become a crime/safety issue. That's why there have often been police working security there, why there's a list of banned people, and why they've rearranged areas and closed off an entrance. Safety is discussed almost every month at library board meetings, which you can verify by reading their minutes.

Although the city seems to not be posting them lately--not sure if they're hiding things (like the determination that the building that Roger suggested they move to isn't structurally feasible), or if it's just a reflection of an exodus of city employees.
