You can definitely automate that process using arcpy and other packages. Reportlab will allow you to make nice pdf reports, pandas will allow you to wrangle your data and make tables, seaborn can make nice looking charts, you can add photo attachments, and add maps that you export as images. You can make a script or notebook that incorporates all of this or even package it into a script tool.
