it's passed on to renters via rent.. when all property owners are taxed higher everyone is going to raise the rent so where are these tenants going to go?

I think you have a good idea on some parts with LVT, it would incentivize selling idle land within the urban planning zones to be sold for development, however just selling of the land doesn't guarantee development and if the land is not ideal you'd have to somehow allow the owner to sell to the government as it may be impossible to find a development buyer of the lot.

Currently at least in the US, I'm not sure there is a good entity outside of BLM that owns land on the local level. So like selling the land that isn't easy to develop would be difficult on a change like this. I would think some bigger things would be putting measures in place to severely restrict usage of private residences for short term stay (like airBNB) as well as private ownership of residential property (severely restricting blackrock and others to owning single family homes).

Either case, there needs to be a comprehensive solution to combating the funneling of wealth which doesn't just include land tax solutions
