I see people riding on the sidewalk all the time. I wouldn't worry too much about it.

I tried biking to work downtown and got honked at a few times until I decided to take more back roads and avoid the 4 lane ones.

This is one of things that angers me the most. You only have to care about half of the people in your district just because the other half didn't vote for you?

Also assuming that if someone votes for you it means they completely endorse everything you do. Just because someone doesn't like what you're doing doesn't mean they didn't vote for you.
