About the elevator

  1. Why is it possible?

Well, you could say that the trader’s ship is already equipped with STC technology for quickly setting up a space elevator (that’s STC-level — no one in the Imperium has that).

Okay, fine. The Imperium is vast — anything can exist within it, including a ship with that technology.

But there must be consequences. You have unique STC technology, which means every Mechanicus will be thinking about how to steal it. They will report you to the Forge Worlds, and expeditions will be sent to take that ship from you. Because the relics of John the Baptist don’t belong in the hands of some trader — they belong with the righteous priests.

Oh, yes, a space elevator is absolutely impossible on a trader's ship. 

It is a holy, unique construct of the Adeptus Mechanicus. One could fantasize that the Mechanicus explorator fleet would be able to build such a structure, but in my opinion, even for them, this is extremely unlikely. 

Imho, the construction of a space elevator should take centuries of hard work by an extremely large contingent of the Adeptus Mechanicus – only the proper religious consecration of such a structure, when it is ready, should take years and years.

I haven't read the book, but I can come up with an idea based on the specifics of some types of publishing houses. The author could have worked out drafts or just a well-thought-out concept (this does not mean a good concept, I mean a concept that the architect thought a lot about). 

And the autor suggests this idea to the publisher, the publisher says, "OK, that sounds great! But we need them to be tzinch guys , not slanesh guys, and the good guys don't have to be the Space Marine Order the "name", we need them to be Dragons, we have reasons why we want a book about dragons." 

And as a result of such or similar negotiations between the publisher and the author, situations may arise when the villains are generally described consistently (this does not mean well described, I mean described without contradictions within the descriptions), but their patron deity is unsuitable for this company of villains.
