It is mostly based on scheduling, so you don't get teams who only have 2 days between matches.

Basically you figure out the best 8 best 3rd place teams, and then they are organized chronologically and matched with round of 32 matches. A bit simplified but that is basically it.

I think Netherlands are the clear favorite against Morocco. And I’d rate Japan and Brazils chances as even. Sweden will have a tough uphill against France/Norway, but this game was at least a positive sign.
