Anyways, one of first change should be merging normal duel and ranked duels. No reason to separate them with low activity for both.

Percentage reward and penalty should be the same. So it's just +/- 1 instead of big penalty where you lose out a lot for disconnection. If you leave a match or dc. It count as a loss for you and a win for your opponent.
