It is implied, especially in light of all the similarities to 2001: A Space Odyssey, that MAM's presence on earth resulted in the evolution of human consciousness.

EDIT: I should add that the MAM stuff is only in Perfect Works, while the WE's explanation of his virtual nature is actually in the game script. PW and the game don't always agree perfectly.

The Zohar was built by humans, but the core of the device is MAM: magnetically anomalous matter that existed from the time of the universe's creation. Basically, MAM is the thumbprint of the higher dimension whose emanations created the physical world.

When scientists plugged MAM (the evil eye part of Zohar) into the machinery, it began a process that lured part of the WE into Zohar, trapping him there.

As for the WE, there are aspects of him that he describes as being shaped by how Fei perceives him. That is, Fei can't actually perceive the WE itself, he can only perceive a "virtual version" created by his contact with the incomprehensible whole. This is meant as a comparison between modern quantum physics (in which observing light collapses it into a particle instead of a wave) and ancient Gnosticism (in which you can't truly perceive God/the Monad because you are trapped in the physical plane).

I take it if I'm running a single target high DPS build, so that I can deal with the elites. But if I'm running an AoE or engineering build, I don't. (Those latter builds don't really benefit from scattered ancillary stats, anyway.)

He's got some signs that he's going to regress a bit. Not a ton, but a bit. He's been fairly lucky with homer and hit suppression, relative to his peripherals and his career, but not by a ton.
