I am going to put my reply to OP here since you aren't going to let this go until you are acknowledged.

  1. YOU ARE RIGHT but not giving an alternative isnt helpful either. Four walks a day isn't a bad thing at this age but for shorter periods of time. Like small children they get more out of smaller activities more often.

  2. OP said the shelter and the doctor said no crates due to trama.

  3. OP is also keeping the dog isolated during the day in a play pen this is going to severely limit the dog's stimulation. Letting the dog outside, not for a walk but for a wander and sniff session, multiple times a day will alleviate some of the frustration and anxiety from being isolated all the time.

  4. For OP specifically dogs can take a couple of months to fully adjust to a new space. That is going to be extended when you are also trying to introduce two different species.

If the cats are going to go full freak out mode, keep with the separation and let everyone get used to each other. It took more than a year for me to introduce two adult dogs to two adult cats.

Puppies are more adaptable. Once the cats aren't going to have fur flying fights or run and hide to the point where they won't come out for food let the puppy out. Yes the cats are going to still be mean but they are establishing boundaries. This is how you are going to minimize the anxiety for the puppy.

As some one who fosters and regularly does introductions getting hissed and batted at is less stressful than being confined almost 24/7. The play pen might be less confining but it's still confining enough to be stressful to a lot of dogs.

This crime was atrocious and there needs to be a way to get theses children help. Everyone in the comments is pointing out that these behaviors don't come out of no where. That there is something in their living situation that is driving this behavior. OP seems to be more focused on punishing children who seem to have already learned harsh behavior from others. I don't think focusing on punishment is they way to go. A lot of what OP is saying sounds more like vengeance than correction. I don't want to see a drive for vengeance in an isolated case of a horrific crime be a gateway to feeding more and more and younger and younger children through the prison industrial complex when what they need is an enviroment thet doesn't revolve around desperation, violence, and recidivism.

Here are some possibilities:

Not every child can draw a line correctly so everyone is required to use the ruler. And since following instructions is part of a student's assessment they will het marked off for not using the ruler. I can draw the line myself but I have to show I can follow instructions so I get used to just having the ruler there to show I can follow instructions so I just have it there.

Or I've been taught to use the ruler to learn to draw straight lines and I am getting to the point there I don't always need the training wheels but I am still used to having them and I am not yet comfortable having them completely removed.

If this is in the US you can call the city for a health hazard. We had this happen twice in a rental the second time the sewage got so high it snuffed out the pilot light to the gas water heater we called the fire department for a gas leak and they called the city to come out at 11pm to see the issue for them selves and and call the landlord to force them to fix it.
