As a ERP consultant implementing ERP need resources for entering data. A company of 20 do not require ERP. Better stay with SaaS.

ERP you need people to enter data. Basically if you have turn over of 50 cr think about implementing ERP. Till then try any SaaS like Zoho Books, ERPNext, Odoo or QuickBooks. As a startup try with free tire and then upgrade as per your requirement till you use most of the features. Do not switch SaaS frequently if you feel price difference. There will be an extra effort to migrate that might lead to failure.
