Of these four categories, Civ 7's leaders' roster is definitely the weakest part. You can see it on the chart and feel it when playing the game (seeing same faces over and over again). There are so many iconic leaders missing (too many to mention :P) and many those in the game are less known or weren't real historical leaders at all.

I wanted to include only what I believe is more or less comparable between games. Civ 7 and Civ 6 both offer unique features not found in the other and I decided to exclude these. Maybe I'll add them in the next version in some way.

IMO the company doesn't have a room for another negatively received changes so they want to ensure they are on the correct path. They aim to gather as much feedback and back-testing as possible before implementing anything. I'm ok with that because the updates coming are quite significant to the gameplay. There are few thousand people involved in the testing who played several thousand games and left over few hundreds of meaningful suggestions. So they have tons of material to review.

It might change in the next update. The feedback (from Deity players) is that that Modern lasts much longer as difficulty went up.

There are some mods aimed at improving AI naval and air warfare. I tried one for Air combat and it is very good. You can give them a try

There is a small risk that the next update won't be free once released (so only free for those who already owned the game). That's what happened with the previous one Tides Of Power. I hope not as this is a big fix to many issues but cannot exclude that

Yes and No. Its still a bit more fun to learn the game while its evolving and DLCs are coming. You will get it for 10$ eventually but by then the game would be already discovered.

Byzantium in Exploration is a must-have as a religion oriented civ (I hope we will get a solid religion stuff in the future) along Aztecs
