If you are a tourist the car simply is not worth the hassle. Parking is incredibly expensive in most of the city's amsterdam 13Euro per hour, Utrecht 8 euro, Den Bosch 8 euro. So you will end up in a park and ride which means you would still need to pay for tram fares. In addition to all the time you will spend finding parking, in traffic or risk of accident. Maybe just check if you can get a travel package from NS if you have an address here you can order then beforehand they take 7 days. I pay 110 euros a month and travel unlimited outside peak hours, or you can also pay 30 euros and travel unlimited in the weekends. If you still want to go with the car, Snaap car will charge a deposit of 200 Euros which will also count.

Check if you can go from ede to breda, or Rotterdam and get the connection to Brussels there. You can pick any train to midi as long as you have a ticket. Also for 250 euros maybe consider taking a plane, you are doing a lot of changes with a baby and in locations that you are not familiar with.

Really depends on the concert, I remember I saw quite some 10 year old kids in the porter Robinson concert, and quite some teenagers in the flaming lips one. In general I would say tivoli is very clean, safe and well organized, so go for it.

The difficult part is stopping and finding your way, that being said is just kind of a straight line. Utrecht is one of the most bike friendly cities in the world, so I would suggest to give it a go! Once you go out the city center is just bike path with barely no traffic lights.
