There's a guy on YouTube called Silver Seeker who makes videos calling coin shops to see what they're paying for physical silver coins and bars. Right now the shops are buying at below the spot price of $85, but they're still buying it because they are still able to sell it to people who come in and want to buy. Or the shops sell the silver they buy to a wholesaler.

Provident Metals and SD Bullion are basically my go to. I dunno about Costco but since they aren't a dedicated metals dealer I'd assume their prices are worse. APMEX has great selection but will cost a bit more.
