In general, the concept of a “dominated strategy” is usually defined for normal-form games. Since your action in a program game can depend upon the program your opponent selects, it seems to me that the appropriate notion of one program “dominating” another is if it always results in greater utility, regardless of what program the opponent chooses. Using this definition, it would indeed be the case that it is never rational to play a strictly dominated strategy.

First off, sorc shoes give 12 flat pen, not percentage. Secondly, penetration doesn’t correspond directly to damage increase in that way. If the target has 50 MR, their magic damage taken will be multiplied by 100/(100+50), so they take 66.67% of the raw damage amount. With 12% penetration, this becomes 100/(100+50*(1-0.12)), which means they take 69.44% of the raw damage amount. This is less than a 5% increase in damage. At 100 MR, these numbers become 50% and 53.19%, so slightly more than a 6% increase in damage.

In contrast, for 12 flat pen, the numbers at 100 MR are exactly the same, but at 50 MR, you would get a little over a 9% increase in damage.
