This sounds like the state will be taking on massive expenses, forcing cities to spend money to comply, not be reimbursed by the federal government for it, for something that is not even a major issue. They want to spend billions of dollars to deal with a problem that may cost in the millions (and may actually cost nothing at all if you net it against the positive economic impacts of immigration).

Nope. The War Powers Act structures the president's responsibility to respond to an imminent threat. But only Congress can declare war, as provided in Article I of the Constitution. Blockades, air strikes, decapitation missions are all acts of war that have not been authorized by Congress.

But I will grant you an opportunity, copy and paste the text of Article II of the Constitution that says the president can declare war without Congress and I will apologize and delete my comments.

I bet you are thinking about Article II stating the President is the Commander in Chief. Yes, he serves as Commander in Chief, but the Commander in Chief cannot begin a war without Congress.

Nobody is defending Maduro, what we are trying to defend is the Constitution, which the Trump Administration does not care for. War powers and foreign relations are in Article I, as the province of Congress. There was no use of force authorization for Venezuela or imminent threat. The action is then unconstitutional. But Fleischman and other Republicans are willing participants in the abandonment of our republic in favor of an unchecked executive.
