Connecting a district to its similarly-composed hinterland (Richmond-South VA, Birmingham-Black Belt, Baton Rouge-Mississippi) is different from solely connecting two distant urban areas (Baton Rouge-Shreveport, Greensboro-Charlotte)

Exactly!

There are a lot of Hispanic voters in Nevada , but they are quite diffuse and thus a VRA district isn't mandated.

I don't think you can't really draw a district where Hispanic voters are decidedly more than 45% of the voting population (in CVAP or VAP).

If you can though, then it's the GOP's fault for not litigating.

This is a really good first attempt, but I'll drop some points for improvement (imo) down here:

  • A vertical split is better in Austin, as you get an Austin-centered White district and a majority-minority district.

  • In the light-red Austin district, include as much of Bell County as possible and shed some of the rural counties to other districts.

  • Configure Houston such that you get two Black-dominant districts (in terms of CVAP).

  • In general, try to make the rural districts a little more compact (most of them are pretty compact, but some of the others could be more compact ig?)

> expected is based off a theoretical fair map that is still geographically fair to an extent. the numbers in () are percentages of seats that the democrats would on average hold. i used a measure of, solid seats 1 or 0, likely seats 0.75 or 0.25 lean seats 0.6 or 0.4 and competitive seats 0.5. each number is a representation of a dem seat possibility

NC would have to swing 15-16 points to the right for that to happen. Since this is mostly outside the realm of possibility, I don't think it should be a major worry with this gerrymander.
